I've heard that it is good to visit Pandoh Dam only when water is being released. I am planning to take a cab from shimla to manali just to visit this place(will take a overnight bus otherwise). Can someone please advice if water is being released now and is 1st week of december a good time to visit?

Definitely enquire locally or with indiahikes.in.
