It helps institutions to carry out self-assessment and self-evaluation exercises to support the development of the institutional quality culture. The use of the AQRM process which supports the work of national, regional, and continental Quality Assurance (QA) bodies was adopted by the Conference of the African Union Ministers of Education in 2007.

To contribute to quality assurance, the African Union Commission (AUC) is spearheading the development of an African Quality Rating Mechanism (AQRM) to provide an objective measure of quality in African higher education institutions (HEIs). The AQRM includes criteria against which institutions can assess their own quality levels.

The African Quality Rating Mechanism (AQRM) as one of the tools of the Pan-African Quality Assurance and Accreditation Framework (PAQAF), endorsed by the African Union Commission, is also supported by the contract, notably an assessment of it, and its positioning as a user-friendly online tool hosted by the Association of African Universities.
