Keep in mind, the bulk of that 2.6 mile width contained F1-ish winds, and the 300 mph subvorts weren't present the whole time and covered a relatively small area.

There were also a lot of poorly built structures, but I think the contextual evidence (scouring, extreme debarking/denuding, debris granulation, incredible vehicle damage, etc.) points to a tornado that was not only exceedingly intense, but intense over a relatively wide area.

That's the reason why NWS refused to rate El Reno 2013 as EF5 despite the robust measurements of wind speeds a little above the ground that were way above the EF5 threshold.

If a tornado caused a higher rating of damage in one CWA than it did before/after it crossed into another CWA, it's not necessarily a sign of inconsistency between WFOs, but just the degree of damage caused by the tornado in their respective CWA.

The obvious issues with the EF scale include 1) there need to be sufficiently strong DIs as to bound the damage produced by the tornado, and 2) the tornado must actually impact DIs.
