The drum is the parking brake. Allows for a cheaper caliper (without a parking brake screw) and adds redundancy. And drum brakes have more contact area and can hold a vehicle better. Disc is only the norm because of heat dissipation.

A drum brake with equivalent swept area would have to be much bigger and heavier. Which is why you see drum brakes only used where packaging efficiency isn't the limiting factor (semi trailers) or where the braking force required is low (rear wheels of non-performance vehicles).
