The problem for the animal spirits wasn't Keiki herself, it was her army of Haniwas, that have no soul, flesh, or desire, nothing the animal spirits can damage, so as far as we know Keiki could perfectly be stronger than Saki, who is the strongest animal spirit, but so could Saki be stronger than Keiki, but her inability to harm or destroy the Haniwas prevents her from beating Keiki.
